Load Data from internet to PC and load data in PC

My teacher in Distributed Computing give us an assignment which i need help to solve it.

He said that

We have 3 similar servers every server has it's initialization and we should assume the initialization value of every server,the 3 severs connected to each other by internet connection and he didn't mention the speed ,he tell us to assume it too, he want to do some database operations and he want to know which server can we do an database operation on it to save time and get lowest cost by moving the data from the 2 other servers to the best server to load the data and we should simulate this with programming

I want to know if i suppose that Server 1 has initialization 30% how much time it need to load or do database operation for X 'Kb/s' ?

he want us to simulate the problem and solve it with any programming language.
