How to store user inputted values into a 2D dynamic array initialized in the constructor?

Just like the question asks, I'm looking to store user inputted values into a 2d array that is initialized within the constructor, not sure where to start exactly but any help will be appreciated. Just looking for someone to point me into the right direction :)
