How do I make GUI style look like Sticky Note on Windows?

I'm sorry about the stupidity of my question, but I'm currently researching some Java cross-platform GUI frameworks (or even other languages like Python, C++, C#, etc) to create an application like Sticky Note on Windows.

However, the problem is that most of the GUI frameworks I found (qt, wxwidgets, swing,...) has a predefined GUI look like the close, minimize buttons on normal Windows. I want to custom my GUI appearances to be in my way like the Sticky Note default on Windows or even this one on Windows app store HERE.

P/S: I'd also appreciate a detail/guided answer in which what certain things I should do. So far, I've only worked on mobile + web development....not much experienced in Windows, Mac, Linux applications, especially on GUI design.
