How would I output this multiplication table with an if statement?

The point of this assignment is to use a 1 dimensional array to create a multiplication table. I believe that I have everything coded right but the other part of this assignment is to output the table using an if statement and I'm not entirely sure how. Can someone give me some guidance please?
